Scope/Comments
Project includes but is not limited to: Replace the existing heating and cooling air handling units. Replace existing heating and ventilating units, including demolition, rough lumber, electrical as part of the scope of work.
Bidders should note that Los Angeles Community College District (LACCD) requires the mechanical, electrical, and plumbing contractors (MEP subcontractors trades) to be fully licensed and experienced with Class B, or C-10. This requires they be competent, been in business with similar project experience approved by the Division of State Architect (DSA) with a construction value of $ 5 million, and with experience on similar systems, and products and test methods. This includes UL safety standards, NEC, and NESC applicable background prior to bid. Further, there is mandatory use of District Pre-Qualified Subcontractors in the following areas: Audio Visual Integrators; Structured Cabling Contractors, and Physical Security Integrator/Installers. This project is subject to the Community Economic Development Program (CED Program) to maximize local economic benefits generated by the LACCD Bond Program. The is a District inclusion program, in which PINMOR will be actively seeking district goals to include Local, Small, Emerging and Disabled Veteran (LSEDV) businesses to meet the percentage goal requirements of 30%. This project is also subject to contractor compliance monitoring and enforcement by the District Labor Compliance Program. There is also a Project Labor Agreement (PLA) that the District has negotiated and entered into with the Los Angeles/Orange County Building and Trades Council and Southwestern Regional Council of Carpenters. The PLA establishes the labor relations policies and procedures for the District, contractors, and craft employees engaged in the BuildLACCD Program. There is also a Local & Disadvantaged Local, and Veteran Worker Participation Program with goals set forth in the PLA that contracted subcontractors and contractors will be required to participate in. The PLA requires that contractors make a good faith effort to hire local workers to perform 35% of all skilled trade positions, and further that Disadvantaged Local Workers perform at least 10% of those skilled trade positions. Local Workers from the Primary Residency Preference will be sought first, with Local Workers from the Secondary Residency Preference Areas following. Please review all Specification Requirements carefully.
Selected contractual Bidder, and any/all contracted subcontractors and tier contractors, will be required to participate in a District mandatory Owner Controlled Insurance Program (OCIP) on this project; There are specific safety EMR eligibility requirements to be able to participate.

RFI's are due no later than ___May 18th__, 2022 (date) before 5:00 PM.
All trades are expected to be bondable and prepared to furnish 100% Payment and Performance Bonds from an admitted surety for their bid. [Bond premium costs are to be included in your bid as a separate item.] This firm will, at our sole discretion, reserve the right to waive the above requirements for such bond and to permit other security as a substitute, or to accept alternate guarantees in lieu of. We will help assist interested subcontractors in Bonding, lines of credit, and insurance needs, if required. However, please contact us prior to our bid date to discuss. We will negotiate in good faith for all trade selections. Subcontractors/ Suppliers selected will be required to agree to, and sign, our standard Master Subcontractor Agreement (including payment terms) a copy of which is available at our offices. No modifications to the contract will be permitted. Hard copies of Plans & Specifications also are available for review/takeoff at our main office during regular business hours, M-F, 7:30am - 4:30 pm.
