HDR, Inc. is looking to partner with Los Angeles County certified Community Business Enterprises (CBE) firms that also fall in one of the following categories: local small business enterprise (LSBE), disabled veteran business enterprises (DVBE), social enterprises (SE), disadvantaged business enterprises (DBE), small businesses (SBE), minority owned businesses (MBE), women-owned businesses (WBE), and lesbian, gay, bisexual, transgender, queer, and questioning-owned businesses (LGBTQQBE), in pursuit of the County of Los Angeles Public Works  [LACPW] Architectural | Engineering Services, Utilizing Construction Manager at Risk Delivery Method, for Pitchess Detention Center South Renovation Project (BRC0000558). 

LACPW’s  Due Date for this Proposal is: July 15, 2025. 

PROJECT NAME: Los Angeles County Public Works Request for Proposals for Architectural | Engineering Services, Utilizing Construction Manager at Risk Delivery Method, for Pitchess Detention Center South Renovation Project. 

PROJECT DESCRIPTION: The proposed project will provide tenant improvements to 10 of the housing units, the administration and clinic building, the visiting center; exterior site improvements for providing accessible path of travel, relocated telephones, and shading structures; and a new modular building for security operations and holding cells.  

The preliminary construction budget is estimated to be between $30 to $35 million.   

Consultants wishing to be considered for the services 1 through 36 must show experience meeting the following criteria listed in order of significance: 

(A). Experience on LA County and/or other Correctional Projects of similar scope and scale in the state of California

(B). Renovation projects in occupied facilities

(C). Experience permitting projects of similar scope and complexity through LA County Department of Public Works Building and Safety, and other regulatory agencies such as Board of State and Community Corrections

(D). Experience working with public sector clients in southern California 

(E). Experience on projects that have achieved LEED and/or Envision Gold or better and/or NZE Certification.
