PROJECT DETAILS:
Scope of Work: This Design-Build competition project will be constructed at Olive View-UCLA Medical Center campus at 14445 Olive View Drive, Sylmar, CA 91342, located on the west side campus and on the corner of Hillside Drive and Bucher Avenue. This project includes construction of the 3-story, 61,000 square foot Mental Health Facility with secure outdoor activity site and surface parking lot in adjacent space. The Mental Health Facility will be comprised of 3 programs with 16-beds each, for a total of 48 beds in a single 3-story building. Additionally, the project will develop the site to provide limited on-site parking, utilities, and landscape/hardscape improvements between the project site and nearby Department of Agriculture buildings and parking lot.
Schedule: 670 Calendar Days
Estimated start of construction is July 2026, with substantial completion in November 2027.
Project Labor Specifics: Countywide Community Workforce Agreement (CWA), Community Business Enterprise Program, Local Worker, Prevailing Wage, Certified Payroll, Labor Compliance, and Trade Apprentices Project has a CWA in place, and all bidders will need to satisfy the requirements stipulated in the CWA. A copy of the CWA will be provided during the bidding process.
Especially seeking: Local Small Business Enterprise Program (LSBE), Social Enterprise (SE), Disabled Veterans Business Enterprise (DVBE).
This is a Public Works contract as defined in Section 1720 of the California Labor Code and subject to compliance monitoring and enforcement by the DIR. All subcontractors must provide a copy of their confirmed registration from the DIR.

Kemp Bros, Construction Inc. is signatory to the Carpenters Union. Subcontractors who utilize Carpenters must also be signatory to the Carpenters Union.
Subcontractors are required to review and acknowledge KBCI Subcontractor Agreement prior to bid.
Liquidated Damages: $6000/day

Experience Modification Rate (EMR): Must be an average of 1.00 or less for the last 3 premium years
