is seeking certified and qualified DBE, Phoenix SBE and SBC subcontractors and/or suppliers to provide Kiewit Infrastructure West Co. requests sub bids and material quotes from subcontractors and suppliers including qualified DBE, SBC, and SBE’s (“DBE/SBC/SBE”) certified by the Arizona Unified Certification Program (AZUCP) and/or the City of Phoenix SBE Program in accordance with 49 CFR Part 26 for the following scopes of work: Asphalt Paving, Airfield Safety and Security, Demolition, Concrete, Airfield Electrical, Airfield Lighting, Surveying and Layout, Site Preparation, Manholes, Off-Duty Police Officer, RGRCP pipe, Concrete Catch Basins, Quality Control, Street Sweeper, SWPPP, Trucking/Hauling, Water Truck.

PROJECT DETAILS:

Submit your interest to bid to app.buildingconnected.com for access to our BuildingConnected site for the bid package which includes: plans, specifications, bid forms, insurance, bonding requirements, and Kiewit standard subcontract/ material contract templates, and subject matter experts.  Subcontractor’s scope (including any conditions or exceptions) is required one week prior to bid deadline to allow proper evaluation.  It is recommended that interested subs contact Kiewit well ahead of the due date to discuss scope and quantities. Please contact the subject matter experts and they will provide you with assistance to clarify any questions regarding the scope of work or technical assistance. The subject matter experts will be listed on the scope of work document as a part of the request for proposals. For this project, the City has not established a race-and gender-conscious DBE participation goal. Subcontractors are required to indicate all lower-tier DBE/SBC/SBE participants offered on their quotation.  Subcontractor’s scope must be based on the project reference documents provided on Building Connected. Kiewit makes its best attempt to provide subcontractors and suppliers with the most complete and accurate project information for bidding purposes. However, Kiewit is not responsible for the accuracy of the drawings, specifications, addenda and related bid documents. Subcontractors and suppliers are responsible for obtaining all the information necessary to provide a responsible and accurate quote. Documents may also be downloaded from the City’s OpenGov https://procurement.opengov.com/portal/phoenix. Subcontractors must be properly licensed in the State of Arizona at time of bid.

Kiewit intends to seriously negotiate with qualified DBE/SBC/SBE’s for project participation.  To assist DBE/SBC/SBE subcontractors, Kiewit will divide the work into smaller units to increase the likelihood of participation; referral assistance is available in obtaining bonds, lines of credit, insurance, or equipment. Kiewit requires 100% Performance and Payment, or Supply Bonds by a surety subject to approval by Kiewit.  Subcontractors and suppliers may qualify for Kiewit’s Subcontractor Default Insurance Program (SDI), by submitting with your bid, a letter from an Arizona licensed surety (on surety’s letterhead) who is listed on the Federal Treasury Circular 570, signed by an authorized representative as evidenced by a current certified power-of-attorney, stating your aggregate and per project bonding capacity and the surety’s approval to provide the performance and payment bonds or supplier bond as required for the Project. Your bid must include the cost of the minimum insurance required: Commercial GL - $3,000,000 per occurrence/$3,000,000 aggregate; Auto Liability - $3,000,000; Workers Comp/EL - $1,000,000.  Kiewit and the City of Phoenix shall be listed as additional insured with a waiver of subrogation on the workers compensation policy. Insurance companies must carry a minimum standard of AM Best rating of A-VII and be licensed to do business in Arizona.   KIWC intends to conduct itself in “Good Faith” with DBE/SBC/SBE firms regarding participation on this project. This project will utilize Federal funds provided by the Federal Aviation Administration (FAA)  and with these funds comes an increased level of reporting and oversight as well as Buy American, certified payroll, DBE participation, Airfield Driver’s License, Security badges/background screening, EEO, No Israel Boycott, No Forced Labor of Ethnic Uyghurs, Heat Mitigation, etc. Kiewit intends to conduct itself in “Good Faith” with DBE/SBC/SBE firms regarding participation on this project. We are an Equal Opportunity Employer.
