This project consists of the replacement of an existing aerated lagoon wastewater treatment plant with a new extended aeration treatment facility. The new treatment facility will provide aeration via turbo blowers and floating aerator chains with motorized butterfly valves. Secondary treatment will be provided by two circular clarifiers with spiral blade scrapers, density current baffles, and fiber glass weirs. Sludge will be pumped by three self-priming 
chopper pumps and either recirculated to the plants new influent structure or directed to the high-rate textile media sludge drying beds for dewatering. Polymer will be injected prior to the discharge of the sludge into the sludge drying beds. Scum collected by the secondary clarifiers will also be pumped via submersible pumps to the sludge drying beds. The water collected by the sludge drying beds will be directed to a drain pump station where two submersible pumps will recirculate the drain water back into the plant. Plant effluent will be collected within existing storage ponds and distributed to four new reclamation fields via two mixed flow impeller vertical turbine pumps. All new equipment will be housed in CMU buildings.

We actively invite and encourage all certified DBE Firms during our bidding processes.  If the project has a specified GFE, WML also requires subcontractors to follow the same required steps. We encourage DBE companies to contract with a consortium of DBEs when a contract is too large for your firm to handle individually. We will work with certified DBE’s that group together if the scope of work is too large for one firm. W. M. Lyles Co. and all subcontractor/suppliers shall abide by the requirements of 41 CFR §§ 60-1.4(a), 60-300.5(a) and 60-741.5(a). The plans and specifications available for review are “As Advertised” and “For Information Only”. We highly encourage all subcontractors and suppliers to request and procure with the owner their own project documents in order to receive any and all updates via addendum. 

Contractor License Number, DIR Registration Number and DBE Certification must be included with any bid submission. 
Please note that all California public works projects are prevailing wage projects and that WML is signatory to the Carpenters, Cement Masons, Laborers, and Operator Engineers Unions.

Please note that you may be required to furnish a 100% Payment & Performance Bond from an approved surety based on the amount of the bid. The Bond costs, based on your provided bid day rate, will be paid by W. M. Lyles Co. Please include your bond rate with your proposal.
