Project Description

Edwards Construction Group is currently pursuing the Veterans Memorial Park & Faraday Ave Improvements project for the City of Carlsbad.

 

SCOPE OF WORK

The Veterans Memorial Park Project will establish a vibrant new community park spanning approximately 93.7 acres. The park will feature extensive site improvements, the preservation of natural habitats, and designated areas for habitat mitigation. Off-site right-of-way enhancements are also planned to improve accessibility and support surrounding infrastructure. The Faraday Avenue Improvements Project is being bid in conjunction with the Veterans Memorial Park Project. With the addition of the new park, pedestrian and bicycle activity along Faraday Avenue is expected to increase. This project will enhance mobility and access to the park, help manage vehicle speeds, and create a safer, more inviting environment for all modes of travel along the park frontage.

Key features of the park include:

  • 2,672 square feet of park service buildings
  • A 76,294 square foot bike park
  • An 11,651 square foot outdoor exercise area
  • 38,951 square feet of playgrounds
  • A 51,275 square foot parking area
  • A memorial plaza
  • Multiple picnic areas
  • Comprehensive site development throughout

Est Construction Budget: $44,532,344

This is a PREVAILING WAGE project.

 

The Veterans Park portion of this project is funded by the HUD Community Development Fund

  • Federal labor standards apply at the Veterans Memorial Project site: Davis-Bacon and Related Acts (DBRA), Copeland “Anti-Kickback” Act, Contract Work Hours & Safety Standards Act (CWHSSA).
  • Higher-of Rule: For each classification, pay not less than the higher of Federal (DBRA) or State (DIR) rates.
  • Certified Payrolls: Weekly DBRA CPRs (WH-347 or equivalent) + Statements of Compliance; field interviews/audits may occur.• HUD Section 3 (24 CFR Part 75): Best-efforts benchmarks currently 25% Section 3 worker hours and 5% targeted Section 3 worker hours; reporting required.
  • Grant conditions: See Section 3, Appendix A for additional HUD/DPR requirements (e.g., domestic preference/BABA where applicable, recovered materials, signage, reporting, records/audit).
  • Federal (DBRA) wage decision: See Appendix A, §41 (including posted WH-1321 and HUD-4010).
  • State (DIR) prevailing wage determinations: See Appendix A, §41.

There is a 3% DVBE Participation requirement.
