REQUEST TO PREQUALIFY AND INVITATION TO BID FOR FRANKLIN ELEMENTARY SCHOOL – MPR, KITCHEN, AND ADMIN BUIILDING REPLACEMENT PROJECT
Kemp Bros. Construction, Inc. issues this Request for Subcontractor Qualifications and Invitation to Bid pursuant to Public Contract Code section 17250.61 et seq., for the purpose of identifying qualified subcontractors eligible to bid on Franklin Elementary School – MPR, Kitchen, and Admin. Building Replacement Project (“Project”). The Project value is estimated to be between $17M and $18M.
PROJECT DESCRIPTION
This project comprises the complete replacement of the existing Multi-Purpose Room (MPR) and Administration Buildings at Franklin Elementary School that were damaged in the Eaton Fire. The rebuild is needed to return the campus to operational use, scheduled for Summer 2026. The work includes, but is not limited to, the following major components:
• Demolition of the existing fire-damaged structures and associated site elements in preparation for new construction
• Site grading
• Construction of new foundations for the new two (2) Silver Creek modular buildings: MPR and Administration Building
• Construction of new lunch shelter
• Construction of new covered walkways
• Kitchen Equipment
• New utility connections, including power, water, sewer, communications, and all required service infrastructure to support building operations
• All related sitework to safely reopen the school, including paving, hardscape, landscape, fences & gates, and campus circulation improvements
• ADA pathway of travel connecting the campus to the school’s new designated Safe Dispersal Area
All subcontractors must successfully complete Kemp Bros. Construction, Inc.’s internal Statement of Qualifications review to be eligible for invitation to bid.
For trades subject to Pasadena Unified School District prequalification requirements, District prequalification is mandatory but not sufficient for bidding eligibility. Affected subcontractors must also successfully complete Kemp Bros. Construction, Inc.’s internal Statement of Qualifications review.
In addition, all first-tier subcontractors performing work under any of the following California Contractors State License Board (CSLB) classifications—C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-43, and/or C-46—who intend to submit a proposal must:
