PROJECT DETAILS:
Project Background
The existing ammonia system presents imminent dangers to life and health of CUF employees and public. The project will eliminate the stored ammonia cylinders onsite and replace it with Urea. Urea is a non-hazardous substance that will be stored in a tank onsite and converted to ammonia as needed for NOx control on two HRSGs located at CUF.
Project Description
The project description below is based on the 75% Issue for Bid drawings:
This project converts the existing ammonia-based SCR at the Central Utility Facility (CUF) to a urea-based
reagent system. Vector Systems will design and furnish the urea package including the urea package control unit (UPCU) with blowers, heater and reactor, the forwarding pump skid, a double-wall FRP storage tank with instrumentation, and vendor control hardware. Burns & McDonnell (BMcD) is the Engineer of Record for the balance-of-plant design: mechanical piping to and from Vector equipment, electrical power and I&C integration, structural steel on the mezzanine and the new equipment pads, and civil/site improvements in the tank yard. Refer to the Issue for Bid Design drawings for additional details and scope.

Schedule Considerations
This is a 24/7 critical facility and utility interruption is not acceptable. The contractor is to is to plan and perform all work with as little impact as possible to the daily operations of the CUF.
Status of Regulatory Permits
Drawings are at Issue for Bid Design; no regulatory permits are required at this point in the design.
Compliance with the California Environmental Quality Act (CEQA)
The proposed project is categorically exempt from the California Environmental Quality Act (CEQA), Class 2 – Replacement or Reconstruction pursuant to CEQA Guidelines section 15302.
Status of Utility Investigation
Underground utility location, including potholing and mapping, has occurred. Contractor to verify during construction phase and notify engineer of any discrepancies.
Status of Right-of-Way
All work to be performed entirely within the property right of way of the County of Orange.
Permits
CMARE to pull all necessary permits from County and City agencies needed for this project.
