REQUEST FOR BIDS TO PERFORM SUBCONTRACTOR CONSTRUCTION SERVICES
JL Construction, Inc. is requesting subcontractor bids for the CARLTON ELEMENTARY SCHOOL NEW CLASSROOM BUILDING, a lease-lease back project, which consists of the following:
Scope of work:
New classroom building and associated site work, including but not limited to site demolition, grading, paving, utilities, site concrete, fencing, landscape, concrete foundations, framing, interior and exterior finishes, specialties, plumbing, HVAC, electrical, and fire alarm.
Interested subcontractors shall submit bids on or before February 6, 2026 by 2:00 PM, to JL Construction, Inc., Attn: Kyle Chamberlain. Bids will be accepted via email at kylec@jlcbuild.com. Each subcontractor is responsible to ensure that the bid is received by February 6,2026 by 2:00 PM.
JL Construction, Inc. will award the subcontracts based on the best value criteria permitted under Education Code § 17406 and as authorized by the District’s governing board.
Each subcontractor’s license(s) must be active and in good standing at the time it provides its proposal and must remain so throughout the term of the Contract. Each subcontractor shall comply with the registration and qualification requirements pursuant to sections 1725.5 and 1771.1 of the California Labor Code and the skilled and trained workforce requirements pursuant to section 2600, et seq., of the California Public Contract Code.
Pursuant to Assembly Bill 566 all contractors must meet the apprenticeship requirements for Lease-Leaseback Projects. All contractors must be able to comply with the new apprenticeship requirements and will be required to submit monthly reporting of apprenticeship hours worked along with graduate records of staff.
Pursuant to PCC 20111.6, Mechanical, Electrical and Plumbing subcontractors must be prequalified by the District. Union School District processes their qualifications through QualityBidders, which may be accessed and completed online at https://www.qualitybidders.com/
