PROJECT DETAILS:
NOTICE INVITING BIDS Little Village RAD LP invites qualified subcontractors to submit bids for the Little Village RAD Improvements Project located at 714 Smith Street, Bakersfield, CA 93307. The project involves interior and exterior improvements for 153 residential units, including duplexes, single-family units, one community unit, and one office/shop. Work will be completed in seven phases, with at least 26 units available for construction per phase.
Scope of Work: The project includes:
Interior and exterior improvements for residential units. Asbestos abatement and hazardous material removal. Environmental testing and analysis. Renovation of flooring, drywall, plaster, painting, plumbing, electrical, and HVAC systems. Compliance with all local, state, and federal regulations regarding hazardous material handling and disposal.

Requirements: subcontractors must obtain the required business license. Certified payroll reports must be submitted monthly to Little Village RAD LP and/or Consultant.
Compliance: This project is financed by the U.S. Department of Housing and Urban Development (HUD) and is subject to Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 USC 1701u. Section 3 requires that, to the greatest extent feasible, opportunities for training and employment be given to lower-income residents of the project area, and contracts for work be awarded to business concerns located in or owned by persons residing in the project area.
Bidders must comply with all applicable requirements of HUD and the State of California, including but not limited to Davis-Bacon prevailing wage rates, affirmative action requirements, Minority Business Enterprise (MBE) requirements, National Emissions Standards for Hazardous Air Pollutants (NESHAP), and California Division of Occupational Safety and Health (Cal-OSHA) standards.
