is seeking certified and qualified DVBE and SBE subcontractors and/or suppliers to provide The project will retrofit, for adaptive reuse, Building 369, a former storage and maintenance facility at the Great Park in Irvine, with a change of use from storage to assembly, with scope which shall include, but not be limited to: Demolition work, including the partial removal of existing tilt-up concrete panels, removal of all exterior glazing and roof openings, and of the existing interior mezzanines. Additional demolition work includes the removal of all existing mechanical, electrical, and plumbing systems, fire sprinklers, and fire alarm. New work includes seismic retrofitting, new exterior glazing, skylights, roofing, interior partitions, doors, restrooms, and mechanical, plumbing, electrical, fire alarm, and fire sprinkler systems along with other items not mentioned here but required by the Plans and Special Provisions. The Project includes deferred submittals for stud framing, fire alarm, and fire sprinklers.

PROJECT DETAILS:

PREVAILING RATES OF WAGES: Prevailing wage requirements apply to public works projects with a value exceeding $1,000.00. The definition of “public works” is found at Labor Code Section 1720, et seq.

This project is subject to the Community Workforce Agreement (CWA) between the City and the Los Angeles/Orange County Building and Construction Trades Council (Trades Council). The CWA establishes labor relations policies and procedures for the Contractor and subcontractors of all tiers – including a local hire goal, payment of employee fringe benefits through a union trust fund, and registering employees through a union hall. A signed Letter of Assent must be submitted with Bid proposal packet. The City of Irvine will utilize a CWA Administrator who will work with the Contractors and the Trades Council to oversee the provisions of the CWA. A copy of the CWA is included in Appendix A.  Prior to any work being done on the project, Contractors that are not signatory with one of the unions that are signatory to the CWA shall register each of their own workers (Core Employees) with the appropriate union hall and must provide a listing (Core Employees List, see Appendix A) of their Core Employees to the CWA Admin.                  

All contractors of all tiers must sign Letter of Assent. Bid proposal shall be in accordance with Lump Sum Bid Price and Unit Prices as specified on Bidder's Proposal and Schedule of Work of the Bid Document. This project is requiring procedure for compliance with LEED Version 4BD+C with certain defined LEED v4.1 to meet a level of SILVER Equivalency.

We require all Sub-Contractors to furnish 100% Performance & Payment Bonds from a U.S. Treasury listed surety A-6 or better. Premium Cost shall be included in the proposal. By submitting a Bid, Bidders warrants & agrees that they will execute Icon-West’s Sub-Contract without alteration. Further by submitting a Bid to Icon-West, the Bidders agrees to hold
their Bid Proposal for a period of 120 days. A Bid Bond may be required for $ 500K or over Value Contract.
