Scope of Work: 

Phase 2A – Building A Renovation

This Phase of work will include:

  • The renovation of Building A; Moving Services; Classroom wall repainting; the removal of carpet and base to be replaced with LVT and new base; replacement of ceilings and soffits; paint and patch existing classroom walls; the replacement of existing Tack Boards and Marker Boards; the replacement of Classroom window coverings.
  • Corridor and Common renovations to include: The Removal of existing base and install new LVT and install new base; replace portions of the existing corridor ceiling; Sand and paint corridor walls and trim; replace tack boards in corridor. Restroom renovations to include: the replacement of existing wainscoting; Replace existing tile; patch and paint restrooms walls and trim; convert existing closet to new IDF room.
  • Renovation of the existing elevator for Building A. 

Phase 2B – Building B Renovation

This Phase of work will include:

  • The repainting of the exiting ramp structure connecting buildings A and B.
  • The renovation of Building B to include moving services, Administration/Staff Area floor replacement; patch and paint walls and trim; remove and replace carpet and base; replace sheet vinyl and self-cove base; provide automatic operator and site entrance door; patch and paint walls and ceiling in admin/staff area restrooms; path admin/staff area restrooms terrazzo flooring and wainscot to match existing; install new exterior lighting.
  • Educational support area renovations to include: the removal and replacement of carpet and base; install new LVT over existing; patch and paint walls and trim; patch restroom terrazzo flooring and wainscot to match existing.

Phase 2C - Playfield & Parking Lot Site Improvements

This Phase of work will include:

  • The installation of a new playfield with new AC walkway/paving and backstop.
  • New staff and visitor parking lot to include: Demo and relocation of existing portables, hazmat abatement, grading, landscaping, 2 new driveways and auto ramps; 3 new Accessible parking stalls; new bicycle corral; new perimeter chain-link fencing, striping, new accessible ramp, new sidewalks, and wet & dry utilities. 
  • New School Garden renovation to include: The installation of a new mulching crib; raised planting beds; new storage shed and relocated rains cistern.
  • New stormwater biofiltration basin.
  • New maintenance path to Einstein Peace garden.
  • ROW improvements to existing intersections to include pedestrian crosswalk upgrades. 

BID SCHEDULE: All subcontractors must adhere to the Bid Schedule below. If the General Contractor modifies this Bid Schedule, they will issue an addendum.

(NON-)MANDATORY JOB WALK: Attendees shall meet in front of the main office of the Albert Einstein Academy Charter Elementary School, 3035 Ash Street, San Diego, CA 92102.Failure to attend or extreme tardiness and to sign in may render a bid ineligible.

FOR THE SAFETY OF OUR STUDENTS, ATTENDEES OF STIE WALK MUST ABIDE BY THE FOLLOWING:

  • Photographs: when taking pictures of the site, please make sure students are not in the frame.
  • Restrooms: please use a “staff only” restroom – student restrooms are not open to adults.
  • Conduct: when walking through the campus, stay together as a group and keep your voices down. Class is in session. 
  • Leaving the walk before it has concluded: if you need to leave the site walk before it has ended, locate the general contractor staff and they will escort you to the nearest exit.

BID SUBMISSION: Each bid shall be in accordance with all terms, conditions, plans, specifications, and any other documents that comprise the bid documents. Subcontractors interested in submitting a Bid must submit via BuildingConnected or via SmartBidNet/BuildingConnected/Other.

PROJECT STABILIZATION AGREEMENT (PSA): Please note that this project is subject to the PSA. The complete agreement is available at sandieqounified.org/PSA. The successful subcontractors will be requiredto execute a PSA Letter of Assent (LOA), whereby subcontractors agree to conform to all terms and conditions set forth in the PSA.

PREVAILING WAGES: [AM3] Prevailing wage requirements apply to all public works projects and must be followed per Article 17 of the General Conditions of the Request for Proposals. The applicable prevailing wage determination during an added preconstruction services agreement or amendment which includes public works as defined by Labor Code 1720(a)(1) such as site investigation is the one in effect on the date the advertisement is first published in a newspaper of general circulation. Here, the applicable prevailing wage determination for added preconstruction services referenced in the published advertisement is 2026-1. The first bid advertisement date for each District defined added preconstruction services which includes public works as defined by Labor Code 1720(a)(1) such as, site investigation shall establish the applicable prevailing wage determination, regardless of how many times the Prime Contractor published an advertisement. That first bid advertisement to subcontractors shall state the applicable prevailing wage determination for preconstruction services for the duration of that District defined agreement or amendment which adds preconstruction services which includes public works as defined by Labor Code 1720(a)(1) such as site investigation. DISTRICT PREQUALIFICATION: Prequalifications are due per the Bid Schedule. Effective March 1, 2024, any solicitation opening after March 1, 2024, will no longer require Non-MEP prequalification.  MEP (Mechanical/Electrical/Plumbing): Subcontractors performing work under one or more of the following license classifications: A or B, and/or performing work of C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46 should submit their prequalification application on PlanetBids. Go to tinyurl.com/SDUSD-PlanetBids, login as a vendor, then click the menu on the left, and select prequalification to get started. MEP prequalifications must be renewed annually on the approval anniversary. PAYMENT AND PERFORMANCE BONDS: All subcontractors submitting bids in excess of $50,000 must be prepared to supply Erickson-Hall Construction with a performance and payment bond issued by a corporate security. Erickson-Hall Construction, at its sole discretion, reserves the right to waive this requirement or permit substitute security or alternate guarantees.

BID PACKAGES: This project is being bid as “Bid Packages” per contract number. If a bidder is interested in bidding multiple bid packages, the bidder must submit individual bids for each bid package per GMP. Bidders may demonstrate economy of scale savings on their proposal forms by bidding multiple bid packages for a single GMP. However, bidders may NOT combine multiple bid packages for multiple GMPs, into a single GMP submission. All bids will be reviewed and evaluated for completeness of scope coverage. Subcontracts shall be awarded, if awarded at all, by the general contractor on the basis of lowest bid. The District defines lowest bid as the lowest responsive, responsible bid for a single bid package or the summation of the lowest value of multiple bid packages, if multiple bid packages were proposed by a subcontractor. If DVBE mandatory participation is needed, the next lowest subcontractor who can meet the minimum 3% DVBE requirement may be selected.

CSLB. It is required that bidders possess the appropriate classification(s) of California State Contractors License(s) (“CSLB”) for their applicable work. The license must be valid and in good standing, at the time of bid opening and contract award.

The District reserves the right to reject any and all proposals and to waive any irregularities or informalities in any proposals or in the bidding process. No Subcontractor may withdraw their proposal for a period of 90 days after the District receives proposals. 

*Authorized under Education Code section §17406, LLB is a common delivery method used by approximately 89 school districts in California, including 15 school districts within San Diego County. Effective January 1, 2017, LLB is to be used via a competitive selection process for best value award (in contrast to the regular design-bid-build which requires award to the lowest bidder).
