Good morning/Afternoon,

Thank you for your interest in the JCSD Intervalley Pipeline Project that is scheduled to bid on September 18th, 2026, at 2PM. This projects consist of demolition, furnishing, installing, testing and making operational 3.3 miles of 42- inch cement mortar lined and coated steel potable water transmission pipeline and associated appurtenances, which include, but are not limited to; trenchless crossings; air release valves, blowoff assemblies, valves, fittings, and connections to existing water facilities; removal of existing facilities as required; pavement removal and restoration; traffic control; testing, disinfection, startup, and commissioning; and all other work necessary to provide a complete and operational water transmission pipeline system. The project also includes construction of associated flow control facility components and site improvements, utility coordination, and restoration of all affected public and private improvements. The work shall be performed in accordance with the Contract Documents.

Please note that this is a Good Faith Efforts Project. All DBE/Non-DBE Subcontractors and Suppliers are required to complete the applicable forms and return them along with their current certifications. When submitting your quote, please also complete and return all applicable Subcontractor/Supplier Forms available in the provided Dropbox folders under “Subcontractor Forms” or “Supplier Forms.”

CARB certification is required for Subcontractors only and is not required for Suppliers. Subcontractors must provide a current CARB Certificate with their quote. Please ensure the certificate is renewed and reflects a 2026/2027 expiration date. If a Subcontractor does not have a CARB Certification, please include a letter explaining why. Many projects now require CARB documentation at the time of bid, and a Subcontractor may not be eligible to be listed without the required certification or supporting documentation. 

Additionally, please take a moment to review the insurance requirements outlined in the specifications as all subcontractors shall meet the requirements of this section before commencing work. In addition, Contractor shall include all subcontractors as insureds under its policies or shall furnish separate certificates and endorsements for each subcontractor. All coverages for subcontractors shall be subject to all of the requirements stated herein. This information is also available in the provided Dropbox under the file titled “Insurance.”
