PROJECT DETAILS:
The Work, in general, consists of
1. Demolition of existing infrastructure as shown on the Plans and as mentioned in the Technical Specifications.
a. This also includes all labor, material and equipment needed to drain the existing completely mixed lagoon, four partially mixed lagoons and Pond No. 1 through 4 as needed to complete the construction of the proposed improvements. Contractor shall be responsible for providing all material, labor and equipment to pump the wastewater to an adjacent treatment pond at the direction of the facility operator.
b. The contractor shall pump wastewater from the lagoons to the fluent splitter box at a slow rate, maximum of 30 gpm. Final flow rate to be selected by the Plant operators during the preconstruction meeting.
2. General site improvements include, but are not limited to, asphalt resurfacing, grading, earthwork, piping, fittings, thrust blocks, etc. as shown on the Plans and as specified in the Technical Specifications.
3. Construction of a new headworks facility including, but are not limited to, the addition of a new chain and rack mechanical bar screen, washer/compactor/grinder and new influent eccentric manhole as shown on the Plans and as specified in these Technical Specifications.
4. Replacement of the existing influent pump and reconfiguration of pump activation system.
5. Construction of a concrete influence flow meter vault.
6. Replacement of the existing complete mix 15 HP surface aerator system.
7. Replacement of the four existing partially mix 3 HP surface aerator system.
8. Construction of a new sludge dewatering/wasting pipeline from the four partially mix ponds with the furnish and installation of one trailer mounted pump system.
9. Construction of a two new wire mesh soil cement lined sludge dewatering ponds with concrete dewatering structures including a downward opening weir gate and supplemental stop logs, grating, etc.
10. Construction of a reinforced concrete pad for the placement of a new emergency generator.
11. Construction of a new operations building with air conditioning, computers, internet, sinks, and a bathroom.
12. Miscellaneous Civil Improvements as shown in the plans and as described in these technical specifications.
a. This includes the completion of record drawings (As-builts) following the completion of construction.
➢ Record drawings shall include, but not limited to, the following:
▪ Accurate depiction of any revisions to the Project plans.
▪ Utilization of AutoCAD to develop record drawings.
• Contractor shall provide all As-built drawings files (i.e. DWG, PDF, etc.)

We accept bids on any and all portions of work. We will receive pricing for a breakdown of items. For example, a painting scope could be broken out into above-grade piping, below-grade piping, building coatings, equipment coatings, CMU wall protective coating, chemical floor coating, etc. We can make efforts to establish delivery schedules, where requirement permits, to encourage your participation. We actively invite and encourage all certified SBE Firms during our bidding processes. If the project has a specified GFE, WML also requires subcontractors to follow the same required steps. We encourage DBE companies to contract with a consortium of DBEs when a contract is too large for your firm to handle individually. We will work with certified DBE’s that group together if the scope of work is too large for one firm. W. M. Lyles Co. and all subcontractor/suppliers shall abide by the requirements of 41 CFR §§ 60-1.4(a), 60-300.5(a) and 60-741.5(a). These regulations prohibit discrimination against qualified individuals based on their status as protected veterans or individuals with disabilities and prohibit discrimination against all individuals based on their race, color, religion, sex, sexual orientation, gender identity, national origin, or for inquiring about, discussing, or disclosing information about compensation. By submitting a proposal, you agree to comply with all the provisions set forth in 29 CFR Part 471, Appendix A to Subpart A (Executive Order 13496).
Project Clarifications:
The plans and specifications available for review are “As Advertised” and “For Information Only”. We highly encourage all subcontractors and suppliers to request and procure with the owner their own project documents in order to receive any and all updates via addendum.
Contractor License Number, DIR Registration Number and DBE Certification must be included with any bid submission.
Please note that all California public works projects are prevailing wage projects and that WML is signatory to the Carpenters, Cement Masons, Laborers, and Operator Engineers Unions.
Please note that you may be required to furnish a 100% Payment & Performance Bond from an approved surety based on the amount of the bid. The Bond costs, based on your provided bid day rate, will be paid by W. M. Lyles Co. Please include your bond rate with your proposal.
