PROJECT DETAILS:

The Work, in general, consists of: 

1. Site mass grading for the preparation of the AWPF and brine bonds construction; 

2. AWPF building, including: 

3. Chemical storage facilities, 

4. AWPF process area, including mechanical room, electrical room, and maintenance shop,  

5. Administrative rooms including restrooms, locker rooms, breakroom, control room, server room, conference room, and associated features to facilitate public tours,  

6. Outbuilding canopy structures, 

7. Major process equipment including UF/RO systems, tanks, pumps, chemical metering pumps, strainers, cartridge filters; 

8. Building HVAC, plumbing, drainage systems; 

9. System influent pumpstation, waste neutralization system, sewage lift station, product water pump station; 

10. Product water pipeline installation to existing pipeline tie-in points on SJVRWRF property; 

11. Wastewater discharge line installation to tie-in points within the SJVRWRF; 

12. Potable water line installation from SJVRWRF to AWPF; 

13. Brine line installation from AWPF to brine pond; 

14. Instrumentation duct banks, wiring, field devices, PLCs, HMIs, SCADA, UPS systems, etc.; 

15. Electrical substation to be owned and operated by SCE. See Appendix G for SCE Plans. The summary of work for the substation will be broken down as follows: 
          1. Summary of work by SCE: 
               a. Overhead 
                   1) Poles and conductors  

               b. Underground 
                   1) Pulling of new conductors 

               c. Substation 
                   1) Procurement and installing all above ground enclosures

                   2) Landing and testing all new conductors

           2. Summary of work by Contractor: 
              a. Overhead 
                   1) Fine grading and access road cover 

              b. Underground 
                   1) New duct banks and pull boxes as shown 

              c. Substation 
                   1) All civil work including grading, fencing, and cover 
                   2) Concrete pads on the grade for new work 
                   3) SPCC containment curb 

16. System integration; 

17. Building safety and security systems; 

18. Site storm drains collection systems; 

19. Site paving, landscaping, fencing, etc; 

20.  Startup and Commissioning; 

21. Warranties.  

22. All work on this project shall be performed in accordance with these plans and specifications and the latest edition of the Eastern Municipal Water District’s Standard Detailed Provisions and Engineering Standards, Specifications and Drawings.

We accept bids on any and all portions of work. We will receive pricing for a breakdown of items. For example, a painting scope could be broken out into above-grade piping, below-grade piping, building coatings, equipment coatings, CMU wall protective coating, chemical floor coating, etc. We can make efforts to establish delivery schedules, where requirement permits, to encourage your participation. We actively invite and encourage all certified SBE Firms during our bidding processes.  If the project has a specified GFE, WML also requires subcontractors to follow the same required steps. We encourage DBE companies to contract with a consortium of DBEs when a contract is too large for your firm to handle individually. We will work with certified DBE’s that group together if the scope of work is too large for one firm. W. M. Lyles Co. and all subcontractor/suppliers shall abide by the requirements of 41 CFR §§ 60-1.4(a), 60-300.5(a) and 60-741.5(a). Project Clarifications:
The plans and specifications available for review are “As Advertised” and “For Information Only”. We highly encourage all subcontractors and suppliers to request and procure with the owner their own project documents in order to receive any and all updates via addendum. 

Contractor License Number, DIR Registration Number and DBE Certification must be included with any bid submission. 
Please note that all California public works projects are prevailing wage projects and that WML is signatory to the Carpenters, Cement Masons, Laborers, and Operator Engineers Unions.


Please note that you may be required to furnish a 100% Payment & Performance Bond from an approved surety based on the amount of the bid. The Bond costs, based on your provided bid day rate, will be paid by W. M. Lyles Co. Please include your bond rate with your proposal.
