PROJECT DETAILS:

Kemp Bros. Construction, Inc. has been shortlisted for the Design-Bid-Build LAUSD Palisades Charter HS-Jan 2025 Fire Recovery -Campus Reconstruction, HVAC Replacement, Fencing & Secure Entry System

Summary of Work:

Project includes three packages: 

1. DSA Package 1 (DSA Application No. 03-125770) 

2. DSA Package 2 (DSA Application No. 03-125771) 

3. Non-DSA Package (Temporary Erosion Control and Permanent Erosion Control Package) 

4. Campus Wide HVAC Replacement

5. Fencing

Campus Reconstruction Project includes construction of three (3) new academic buildings, construction of Baseball field and support facilities, Track & Field support facilities and site improvements, Campus Landscape Remediation, Site Utilities, Electrical & Low Voltage upgrades, Mechanical system site connection, and Temporary and Permanent Erosion Control as described below: 

 1. ACADEMIC BUILDINGS AND ATHLETIC FACILITIES   

Work under this phase includes the construction of new instructional facilities and athletic improvements, including all required site and utility work, as described below.   

 1.1 ACADEMIC BUILDINGS 

 New Classroom Building 

• Construction of one (1) new approximately 56,804 square-foot, two-story classroom building, including the following program spaces:   

- Twenty-one (21) general classrooms   

- One (1) flexible science laboratory with workroom   

- One (1) flexible engineering classroom   

- One (1) media and filmmaking classroom   

- One (1) multimedia computer technology classroom   

- One (1) Special Education Type III classroom with support spaces   

- One (1) Special Education Type I classroom   

- Collaboration spaces, workrooms, RSP spaces, and storage   

- Student and staff restroom facilities   

- Administrative spaces including thirteen (13) faculty/staff offices, one (1) IEP office, conference rooms, clerical areas, and reception/public waiting areas  

 

Academy Buildings 

• Construction of two (2) new one-story academy buildings (Palisades Academy), totaling approximately 4,113 square feet, including:   

- Three (3) general classrooms   

- Three (3) faculty/staff offices   

• Associated landscape and hardscape improvements for all new academic facilities.   

• All related utilities, site work, grading, paving, drainage, and infrastructure improvements required to support the new buildings.   

 1.2 ATHLETIC FACILITIES 

Work includes Removal of Interim Housing Village prior to baseball field construction.   

 Baseball Field   

• Construction of one (1) regulation high school baseball field in accordance with LAUSD standards and requirements.   

• Installation of three (3) standalone bleachers.   

• Installation of one (1) freestanding scoreboard.   

• Construction of associated bullpens, batting cages, and fencing.   

• Installation of six (6) ball field lighting poles, including foundations, electrical systems, and controls.   

• All associated site work, utilities, and supporting infrastructure necessary to complete the athletic facilities.   

 

2. TRACK & FIELD SUPPORT FACILITIES AND SITE IMPROVEMENTS   

Work under this phase includes the construction of new athletic support facilities and associated site improvements to support campus and athletic program operations. The scope of work includes, but is not limited to, the following:   

• Construction of one (1) new Team Building consisting of two (2) team rooms, each approximately 960 square feet.   

• Construction of one (1) new ticket booth.   

• Modernization of existing restrooms located in Building “N”. 

• ADA upgrades of existing showers and locker rooms located in Building “K”. 

• Landscape and hardscape improvements within the project limits.   

• All associated utilities, site work, grading, paving, drainage, and supporting infrastructure necessary to complete the work.   

 

3. CAMPUS LANDSCAPE REMEDIATION   

Work under this phase includes campus-wide landscape remediation and restoration to stabilize site conditions and restore landscaped areas impacted by prior conditions. The scope includes:   

 

• Implementation of erosion control and soil stabilization measures, including slope protection and drainage improvements.   

• Restoration and repair of irrigation systems, including replacement and adjustment of damaged irrigation lines, valves, and control components.   

• Planting of trees, shrubs, and groundcovers, including soil preparation and plant establishment necessary to restore campus landscape areas.   

 

4. CHILLER AND BOILER SYSTEMS CONNECTION   

• Connect new academic building “J” to the existing CHWS&R HHWS&R (existing 4-pipe campus loop). 

 

5. SITE UTILITIES   

• Construction of (N) Gas Meter Enclosure and associated piping while maintaining gas connectivity campus wide. 

- Demolish and dispose of old gas meter enclosure when (N) gas meter and enclosure has been completed and cutover to (N) system approved and activated by the Gas Company. 

• New electrical yard

-Upon LADWP approval and activation of the new systems, energize new loads and transfer existing campus loads to the new services. 

 

6. ELECTRICAL / LOW VOLTAGE SCOPE OF WORK 

The contract documents available to Subcontractors for bidding and establishment of Subcontractor’s total sum do not indicate or describe in detail all work required for the full performance and completion of Subcontractor’s work. 

• New electrical yard

-Upon LADWP approval and activation of the new systems, energize new loads and transfer existing campus loads to the new services. 

• Fire Alarm System 

- Upgrade existing EST-3 fire alarm system to Edwards EST 4 CPU platform 

• Clock System (Existing campus clocks to remain unchanged) 

- Provide new clock system for the new building only. 

• Intrusion Detection System (Existing campus Intrusion to remain unchanged) 

- Provide new intrusion detection system for the new building only. 

• Public Address System (Existing campus analog system will primarily be kept) 

 

Administrative Building 

- Replace existing analog PA panel with digital PA panel.   

- Provide required gateways for Old and New IP systems to communicate 

 

Campus 

- Replace analog phones with IP phones to support upgraded system.

 

7. Campus Wide HVAC Replacement

  • Replacement of existing HVAC systems serving campus buildings is identified in the Contract Documents. 
  • Construction of a new central chilled water plant including chillers, pumps, associated piping, controls, and appurtenances.
  • Construction of a new boiler plant and associated hydronic systems. 
  • Installation of new underground CHWS and CHWR piping. 
  • Installation of new underground electrical duct banks and controls conduits associated with the HVAC improvements. 
  • Construction of the new electrical service enclosure and coordination with LADWP for permanent electrical service. 
  • Building-by-building HVAC demolition and replacement including: 

-Air Handling Units, Fan Coil Units, Exhaust Fans, Supply Fans, Rooftop Equipment, Ductwork, Diffusers, Grilles, Hydronic Piping, Condensate Piping, Controls, Electrical Connections. 

  • Mechanical room demolition, reconstruction, and equipment replacement. 
  • Temporary heating units always serve buildings while working in progress. 
  • Interim housing complete installation including their temporary utilities UG as well as their furnishing. 
  • Temporary generator installation for electrical LADWP cutover up to 2 months. 
  • Ceiling demolition and restoration required for installation of new ductwork and piping. 
  • Fire alarm modifications associated with HVAC work. 
  • Building Automation System modifications. 
  • Testing, Adjusting and Balancing.

Construction Duration: 32 months after NTP date to Substantial Completion (July 2029)

 

Liquidated Damages: $5,000 Per Calendar Day

 

Insurance Requirements: OCIP

Project Labor Specifics: PSA, Prevailing Wage, Certified Payroll and Local Hire

Local Hire Participation 50%

DVBE Participation: 5%

SBE Participation: 25 %

Kemp Bros, Construction Inc. is signatory to the Carpenters Union. Subcontractors who utilize Carpenters must also be signatory to the Carpenters Union.

Subcontractors are required to review and acknowledge KBCI Subcontractor Agreement prior to bid.


SUBCONTRACT BOND REQUIREMENTS

KEMP BROS. CONSTRUCTION, INC. (KBCI) may require all subcontractors bidding on projects to provide payment and performance bonds in the amount of 100% of the subcontract value. KBCI will assist with the bond premium up to 1.5% of the original contract amount for the duration of the project. KBCI may waive the bond requirement at its sole discretion. The payment and performance bonds must be issued by an admitted surety within ten (10) business days of the receipt of the Subcontract Agreement from KBCI. KBCI shall be named the obligee and shall guarantee prompt and faithful performance of the subcontract scope of work and the payment of all claims for labor and materials furnished or used in and about the work to be done and performed under the subcontract agreement. When so requested, failure by the Subcontractor to provide the requested 100% payment and performance bonds within the time allowed may be reason for KBCI to request substitution of the Subcontractor in accordance with Section 4107 of the Public Contracting Code.
