PROJECT DETAILS:

PROJECT DESCRIPTION: Lease-Leaseback Project. Scope of work shall include but not be limited to the following:  Construction of Classroom Building F (10,542 SF) and Classroom Building G (12,580 SF), relocation of 5 relocatable buildings, and associated site and utility work.

The construction phase is anticipated to begin March 27th, 2023 and be completed by July 15, 2024 followed by a post-construction occupancy phase not to exceed six (6) months.

The estimated total cost of the Project is $11,000,000 Dollars.

Bid Proposal Submission: Bid Proposals will be accepted on Thursday, February 23, 2023, by 2:00 PM. Bid Proposals are to be emailed to estimator@ctbrayton.com or faxed to (209) 838-3960. Bid Proposals emailed elsewhere may not be received in time for submission.

RFI’s and Questions: RFI’s and Questions are to be submitted to the Architect. Deadline to submit RFI’s and questions is Thursday, February 16, 2023 by 2:00 PM

Plans and Specs: To obtain contract drawings and plans from the District's Architect, TPH Architects, refer to their website: http://tpharchitects.com/bidding. They are also available on our Website at www.ctbrayton.com under “Bidding”.

All Bidders must review insurance requirements and include any additional costs in their cost proposals.

This Project is subject to prequalification. MEP subcontractor must be prequalified prior to submitting a proposal.

The district uses PQ Bids for their prequalification process, accessible at www.PQBids.com. A proposal submitted by a contractor that is not prequalified by Owner will not be accepted and will not be considered by Owner. Any subcontractors the contractor lists for Work requiring C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, or C-46 licenses must have current pre-qualified status with the Owner. Subcontractors are encouraged to complete the prequalification process as soon as possible to expedite evaluation. The prequalification information is located on the Escalon Unified School Districts website.

DIR Registration requirements for all Public Works projects (SB854):

The requirement to only use registered contractors and subcontractors on public works projects applies to all projects awarded on or after April 1, 2015.

a.         All sub-tier subcontractors must be DIR registered contractors at all times during performance of the Work; and

b.         Prospective subcontractors may only solicit sub-bids from and contract with lower-tier subcontractors who are DIR registered contractors.

AB-566 / SB-693 Skilled and Trained Workforce Requirements:

All subcontractors of any tier must comply with the requirements set forth in Education Code section 17407.5, including providing an enforceable commitment that all Subcontractors of any tier will use a “Skilled and Trained Workforce” as defined in Public Contract Code 2601(d). All Subcontractors are to carefully review all requirements set forth in Public Contract Code 2600-2603 before bidding the project.

DVBE Requirements: (The Owner will require the successful contractor to achieve the minimum goal of 3% DVBE (Disabled Veteran Business Enterprises) established in the RFP or to provide acceptable evidence of good faith efforts to do so. The DVBE documents must be sealed and filed in the Business

Office of the Owner at the same time the proposal is sealed and filed.

All work performed on this project which falls under the recognized jurisdiction of the Carpenter’s Master Agreement for Northern California shall be performed by Union Carpenters.

This project is Prevailing Wage. Seeking DVBE Subcontractor/Supplier Participation.
