is seeking certified and qualified Nevada UCP subcontractors and/or suppliers to provide Kiewit Infrastructure West Co. requests sub bids and material quotes from subcontractors and suppliers including qualified DBEs certified by the Nevada Unified Certification Program (“NUCP”) in accordance with 49 CFR Part 26 for the following scopes of work: Aesthetics, aggregates, asphalt milling, asphalt paving, asphalt/concrete sawcutting, bus stop shelters, CMU retaining wall, concrete flatwork/curb/gutter, concrete supply, demolition/removals, DIP pipe, drainage inlets and manholes, fence, HDPE pipe, ITS-Signals-Lighting, landscape, MOT, painting (roadway pavement treatment), PVC pipe, quality control, RCP-RCB, reinforcing steel, retaining walls, roadway signs, security guard, sewer bypass pumping, striping (permanent and temporary), water truck, street sweeping, and trucking.

PROJECT DETAILS:

This is a Construction Manager at Risk (CMAR) contract; therefore, subcontractors will be selected based on the process of competitive bidding set forth in applicable provisions of NRS 338.16991 and 338.16995. Subcontractors must be licensed pursuant to chapter 624 of NRS. E-mail your interest to bid to SouthwestOutreach@kiewit.com for instructions to access KIWC’s web-based bid program BuildingConnected and the bid package which includes: plans, specifications, bid forms, insurance, bonding requirements, Federal requirements, and KIWC standard subcontract/material contract templates. Drawings are at 90% design so quantities are subject to change. Quotations must be valid for 120 days until contract award. Please contact SouthwestOutreach@kiewit.com and one of our subject matter experts will provide you with assistance to clarify any questions regarding the scope of work or technical assistance.  Subcontractors are required to indicate all lower-tier DBE participants offered on their quotation. Subcontractor’s quote must be based on the project reference documents provided on BuildingConnected. KIWC makes its best attempt to provide subcontractors and suppliers with the most complete and accurate project information for bidding purposes. However, KIWC is not responsible for the accuracy of the drawings, specifications, addenda, and related bid documents. Subcontractors and suppliers are responsible for obtaining all the information necessary to provide a responsible and accurate quote.  For this solicitation, RTC has established a DBE goal of 13.7%.  Subcontractors must be properly licensed in the State of Nevada at time of bid.  DBEs to provide a copy of their current DBE certification with quote. 

 

KIWC intends to seriously negotiate with qualified DBEs for project participation.  To assist DBE subcontractors, KIWC may divide the work into smaller units to increase the likelihood of participation; referral assistance is available in obtaining bonds, lines of credit, insurance, or equipment. KIWC requires you to submit with your bid, a letter from a Nevada licensed surety (on surety’s letterhead) who is listed on the Federal Treasury Circular 570, signed by an authorized representative as evidenced by a current certified power-of-attorney, stating your aggregate and per project bonding capacity and committing to provide the performance and payment bonds or supplier bond as required for the Project.  Your bid must include the cost of required minimum insurance: Commercial General Liability: $1,000,000 per occurrence/$2,000,000 aggregate; Auto Liability:  $1,000,000; and Workers Comp/EL:  $1,000,000.  KIWC, RTC and the Indemnified Parties listed in the Contract shall be named as additional insured with a waiver of subrogation.  Insurance companies must carry a minimum standard of AM Best rating of A VII and be licensed to do business in Nevada.   KIWC intends to conduct itself in “Good Faith” with DBE firms regarding participation on this project. This project is federally funded and with these funds comes an increased level of reporting and oversight as well as Nevada Prevailing Wage, Davis-Bacon and related acts, DBE participation, certified payroll, Buy America, EEO, etc.  We are an Equal Opportunity Employer.
