is seeking certified and qualified DVBE subcontractors and/or suppliers to provide NOTICE IS HEREBY GIVEN that the Tustin Unified School District (“District”) is seeking sealed bids from qualified contractors for work on the following public construction project (“Project”): Arnold O. Beckman High School CTE Building. The project includes, but is not limited to, the construction of a new CTE building, along with site work, fences, gates, underground utilities for CTE building and Future Gymnasium, installation of baseball scoreboard, repairs to existing restrooms, etc. on an existing, occupied public school campus. See Contract Documents for more information. BID PACKAGES AND REQUIRED CONTRACTOR LICENSES: The work, services, and other things necessary to complete the Project have been divided into categories or packages (each a “Bid Package”) for purposes of bidding and contracting. A table listing the Bid Packages and the CSLB contractor license required for each Bid Package is set forth in the Instructions for Bidders. BID DOCUMENTS: A contractor may obtain the documents necessary to submit a bid (“Bid Documents”) on or after February 9, 2022 from the Construction Manager, Erickson-Hall Construction Company contact Edgar Mendoza at emendoza@ericksonhall.com plans will also be available thru Tustin Unified School District webpage -- https://www.tustin.k12.ca.us/departments/business-services/maintenance-operations-facilities/bids. Bidder wishing to receive hard copies of plans can arrange to get them printed at their own expense. There will be no refunds for plans purchased for bidding. PLACE FOR SUBMITTING BIDS: Bids must be submitted at the following location (“Place for Submitting Bids”): Tustin Unfied School District Attn: Project Bidding Administrator 1302 Service Road Tustin, CA 92780 BID DEADLINE: Bids must be received at the Place for Submitting Bids not later than 2:00 PM on March 22, 2022 (“Bid Deadline”). REQUIRED BID SECURITY: Each bid must be submitted with bid security as described in the Instructions for Bidders. CONTRACTOR PREQUALIFICATION: Prequalification pursuant to Public Contract Code Section 20111.6 is required, as described in the Instructions for Bidders. The District prequalifies contractors on a quarterly or annual basis, so contractors must, upon submission of an applicable bid, already be on a District list of prequalified contractors. Contractors may prequalify by visiting: https://pqbids.com/tustin/ PRE-BID CONFERENCE: The District will conduct a non-mandatory pre-bid conference and site visit at 10:00 AM on February 22, 2022. The conference initially will commence at Arnold O. Beckman High School, 3588 Bryan Ave, Irvine, CA 92602 (meet at the South Entrance of the school, west of 4000 El Camino Real, Irvine, CA 92602). Although the pre-bid conference and site visit is not mandatory, prospective bidders are encouraged to attend. AWARD OF CONTRACT: The award of the Contract will be based on the following method of determining the lowest bid: Base Bid plus Alternate No. 2 for Bid Package No. 3 Base Bid Only for all other Bid Packages (No 1, 2 and 4 through 10). SOLE SOURCE ITEMS: The District Board has found that one or more particular materials, products, things, or services, as described in the Special Provisions, shall be designated by specific brand or trade name, or otherwise limited to one specific concern, as permitted by Public Contract Code Section 3400. SURETY BONDS: As described in the General Provisions, the successful bidder must provide a Performance Bond and a separate Payment Bond, each in an amount equal to 100% of the total Contract Price. LABOR LAW: The Project is a “public work” that is subject, among other provisions, to Labor Code Sections 1720 through 1861, inclusive. As described in the Instructions for Bidders, each contractor and subcontractor must be registered with the DIR in accordance with Labor Code Section 1725.5, and bidders must provide evidence of registration for themselves and their subcontractors. Each worker on the Project must be paid not less than the applicable Prevailing Wages. A copy of the applicable rates of Prevailing Wages will be on file and available for review at the Place for Submitting Bids, and a copy will be posted at the Project Site. The Project is subject to compliance monitoring and enforcement by the DIR. Successful bidders will be required to post all job-site notices required by DIR regulations and other applicable law. If so specified in the Special Provisions, the District will conduct a mandatory conference for the purpose of describing labor-law requirements. RETENTION: Substitution of securities in lieu of retention, pursuant to Public Contract Code Section 22300, will be permitted as provided in the General Provisions.
