RFQ - Pages 10-11 - Step 2: (Pass/Fail) Subcontractor Statement of Qualifications (“SOQ”): If any of the below Divisions and Descriptions apply to your scope then please utilize PINMOR's Subcontractor Statement of Qualifications provided here in. Also, please complete Exhibit F -Subcontractor Qualification Form. Make sure you provide why your company is being selected to compete for this project and how this benefits LAUSD.

Due June 27, 2023 to be nominated, per the instructions below.


Bidders nominate subcontractors. RFQ requires shortlisted bidders to name minimum of one (1) subcontractor(s) for each trade specified below. If prime intents to self-perform in any division, they need to provide information requested below regarding experience. Non-exclusive means that the subcontractor may also be nominated by other short-listed bidders. The District reserves the right to accept or reject the proposed subcontractor. The bidder is bound to include and list in its purchase price bid at least one of the subcontractors that are on the short list for each specified trade. All names of subcontractors nominated will be shared with all short-listed Bidders to obtain the most competitive and best pricing prior to releasing bid results. The District will score subcontractors as a Pass/Fail only. Short-listed bidders will not receive any points for this step. Subcontractors that do not receive at least a 70% will not be added to the short list for the specific tr ade.

The bidder provides a one-page description of each subcontractor. The description must include the following:

  • o Subcontractor’s firm experience in the past ten years (three projects comparable in value and complexity to the work to be performed on this project).
  • o Subcontractor’s three-year average EMR.
  • o Two references.
  • o Subcontractor’s key personnel. Show experience and work history including references of Foreman and Project Manager. (References need to be from General Contractor and Client for specific projects.)
  • o Total core capacity for the subcontractor.
  • o Ability of subcontractor to mobilize extra resources in case of unforeseen issues or as needed.
  • o Working relationship between proposed subcontractor and General Contractor.
  • o Does subcontractor utilize BIM? What capabilities of BIM does subcontractor utilize?
  • o Does the subcontractor utilize E management system proposed by the General Contractor?

In addition, provide subcontractor legal name, California Contractors State License Board license number, address, and whether or not District prequalified. Subcontractors will be evaluated and scored. Please note MEP subcontractor’s prequalification applies. Subcontractor scoring for this Project is not part of the District’s standard subcontractor prequalification program. Nominated subcontractors listed in the bidder’s purchase price bid will have the protections afforded them by Public Contract Code section 4107.

DESCRIPTION OF WORK:  Project consists of three (3) DSA applications and (1) Non-DSA as follows: New 2-Story Classroom Building & Site Improvement, (CLASSROOM) DSA 03-120277; Interim Facility (INTERIM) DSA 03-121896; HVAC Replacement (HVAC) DSA 03-120387;  Contractor will be bidding all projects but will be issued two contracts for the New Classroom and Interim Scope and one for the HVAC scope. These are to be treated as separate projects with separate Construction Documents, Substantial Completions and Final Completion.

CLASSROOM SCOPE – Construction of a new 2-story 9-classroom building and site improvements to include demo of existing utilities, parking lot AC replacement, playground AC replacement and play equipment. Installation of an Ansul Hood system in existing Cafeteria No. 4. Converging the IP in existing buildings 1, 2, 3, 4 and 5. Replacement of the existing clock system in buildings 1, 2, 3, 4 & 5. Demolition of existing modular buildings A, B, C, D, E & F and relocation of existing modular building G & H

INTERIM SCOPE – Site Adapt and Installation of eight (8) DSA pre-check (PC) modular buildings and underground utilities with connection to existing. To serve as interim facilities during the construction of the new classroom building and HVAC. Includes coordination with modular company’s delivery and setup. General Site Adapt includes fire alarm, low voltage, utilities, fencing, Sewer, ADA path of travel, and other site work.

HVAC SCOPE - Installation of a new EMS system and replacement of wall and rooftop HVAC units at existing buildings 1, 2, 3, 4 & 5. At minimum, there are 7 Rooftop packaged units, 19 outdoor window mounted heat pump units, 9 indoor floor mounted heat pump units, 4 air curtains, 18 exhaust fans and other equipment scheduled. Include shutdown of HVAC units via fire alarm relay modules to existing fire system.

This project is subject to the Small Business Enterprise (SBE), including Micro-Small Business Enterprise (MSBE), certification participation program, and also the recognized Veteran Business Enterprise (VBE) program.  PINMOR will be actively seeking certified SBE's, MSBE's, VBE's to meet the percentage goal requirements."

This project is also subject to compliance monitoring and enforcement by the department of Industrial Relations (DIR) and the LAUSD's DIR approved District Labor Compliance Program. There is also a Project Stabilization Agreement (PSA) that contracted subcontractors and contractors will be required to participate in. As part of this agreement, 50% of one's workforce is required as a goal to be district resident workers. There is also a We- Build hiring program, sponsored by the district, that we anticipate our selected subcontractors and tier-contractors to participate in.

Selected Bidder, and all of their contracted subcontractors and tier contractors, will be required to participate in a mandatory Owner Controlled Insurance Program(OCIP) on this project; There are specific safety EMR eligibility requirements to be able to participate.

All trades are expected to be bondable and prepared to furnish 100% Payment and Performance bonds from an admitted surety for their bid. [Bond premium costs are to be included in your bid as a separate item.] This firm will, at our discretion, reserve the right to waive the above requirements for such bond, and to permit other security as a substitute, or to accept alternate guarantees in lieu of. We will help assist interested subcontractors in Bonding, lines of credit, and insurance needs, if required. However, please contact us prior to our bid date to discuss.

We will negotiate in good faith for all trade selections. Subcontractors/Suppliers selected will be required to agree to, and sign, our standard Master Subcontractor Agreement (including payment terms) a copy of which is available at our offices. No modifications to the contract will be permitted. Hard copies are also available for review/takeoff at our main office during regular business hours, M-F, 7:30 am - 4:30 pm.
