Submit your interest to bid to socalestimating@kiewit.com for access to our Building Connected site. Building Connected includes plans, specifications, bid packages, bid forms, insurance and bonding requirements, Owner requirements including SBE/VSBE, and KIWC standard subcontract and material contract templates. Plans and specifications may also be obtained from POLB PB System Vendor Portal at www.polb.com/sbe.Responsive. A valid California contractor license is required. This project is subject to a Project Labor Agreement ("PLA"). All tier subcontractors must sign a Letter of Assent before commencement of work and be bound by each and every provision of the PLA. Quotations must be valid for ninety (90) calendar days after the bid deadline as specified by the contract documents. Subcontractor's scope (including any conditions or exceptions) is required one week prior to bid deadline to allow proper evaluation. It is recommended that interested subcontractors and suppliers contact KIWC well ahead of the due date to discuss scope and quantities. Please contact the subject matter experts and they will provide you with assistance to clarify any questions regarding the scope of work or technical assistance. The subject matter experts will be listed on the scope of work documents as part of the Request for Proposal.
Subcontractors are required to indicate all lower-tier SBE/VSBE participants offered on their quotation. Subcontractor's scope must be based on the project reference documents provided on Building Connected. For this solicitation, POLB has established a combined SBE/VSBE participation goal of 20%. KIWC makes its best attempt to provide subcontractors and suppliers with the most complete and accurate project information for bidding purposes. However, KIWC is not responsible for the accuracy of the drawings, specifications, addenda, and related bid documents. Subcontractors and suppliers are responsible for obtaining all the information necessary to provide a responsible and accurate quote.
KIWC intends to seriously negotiate with qualified SBE/VSBEs for project participation. To assist SBE/VSBE subcontractors, KIWC will divide the work into economically feasible packages to ensure equitable and meaningful participation; referral assistance is available in obtaining bonds, lines of credit, insurance, or equipment. 100% performance and payment bonds or material supply bonds are required. Subcontractors and suppliers may qualify for KIWC Subcontractor Default Insurance Program (SDI) by submitting with your bid, a letter frm a California licensed surety (on surety's letterhead) who is listed on the Federal Treasury Circular 570, signed by an authorized representative as evidenced by a current certified power-of-attorney, stating your aggregate and per project bonding capacity and the surety's approval to provide the performance and payment bonds or supplier bond as required for the Project. Your bid must include the cost of required minimum insurance: Commercial General Liability: $2,000,000 per occurrence/$2,000,000 aggregate; Auto Liability: $2,000,000 CSL; and Workers Comp/EL: $1,000,000. KIWC, City of Long Beach, City of Los Angeles, their Boards of Harbor Commissioners, employees and agents shall be named as additional insured with a waiver of subrogation on the Worker's Comp/EL policy. Insurance companies must carry a minimum standard of AM Best rating of A-VII and be authorized to do business in California. This project is federally funded and with these funds comes an increased level of reporting and oversight as well as prevailing wage requirements per Department of Industiral Relations Labor Code 1720, Project Labor Agreement, EEO, etc. KIWC intends to conduct itself in Good Faith with SBE/VSBE firms regarding participation on this project.
