SCOPE OF SERVICES: The Morena Pipeline project includes the removal and replacement of 16” cast iron water distribution main with polyvinyl chloride (PVC) (approx. 14,686 LF) and the installation of a 36” Welded Steel Pipe water transmission main (approx. 18,308 LF) and associated appurtenances. 

Plans and specifications are available at no cost to interested DBE firms and can be obtained by contacting Julia Masaitis at: jmasaitis@filanc.com or 760-466-0569.  Additionally, plans and specifications are available for viewing at our office, or may be obtained from the Owner.  Portions may be emailed upon request.  

Filanc intends to seriously negotiate with qualified firms for project participation.  Filanc is willing to break items of work into smaller increments to assist DBE subcontractors and suppliers in obtaining work on this contract.  100% Performance and Payment bonds required.  Subcontractors must possess a current contractor’s license. Please contact us for details. Filanc can provide assistance to DBE subcontractors in obtaining necessary equipment, supplies, or materials. Filanc can provide assistance for DBE firms in obtaining bonding, lines of credit or insurance.
