Diegueno Middle School – Locker Room modernization (6,359 sf), replacement of roofing materials for locker room and shade structure (2,659 sf), and site related works. 2. Oak Crest Middle School – Modernization of Crest Hall, Building L, to include HVAC improvements, interior upgrades, addition of 498 sf storage with a fire wall, re-roofing of existing MPR roof, exterior ramp improvement at northwest corner of Crest Hall, new exterior exit door and restroom alterations to Building K. Project Summary:

There will be a non-mandatory job walks opportunity on Friday, December 13, 2024, all non-mandatory; 12/13/2024 at 9:00 am – Diegueno Middle School, 10:00 am – Oak Crest Middle School & 11:00 am – Canyon Crest Academy.

Public Work Project: 

Each Bidder submitting bid or proposal to complete the work, labor, materials and/or services ("Work") subject to this procurement must be a Department of Industrial Relations registered contractor pursuant to Labor Code 1725.5 ("DIR Registered Contractor"). A Bidder who is not a DIR Registered Contractor when submitting a proposal for the Work is deemed "not qualified", and the proposal of such a Bidder will be rejected as non-responsive.  Pursuant to Labor Code 1725.5, all "District Prequalified" contractors identified in a Bidder's Subcontractors' List shall be DIR Registered Contractors.  If awarded the Contract for the Work, at all times during performance of the Work, the Bidder and all Subcontractors, of any tier, shall be DIR Registered Contractors (see http://www.dir.ca.gov/Public-Works/PublicWorks.html).

Prevailing Wages: 

Prevailing wage requirements apply to all public works projects. All subcontractors at every tier shall pay laborers performing any portion of work on the Project not less than the prevailing wage rate established for the labor provided. These rates are set forth in a schedule which may be found on the California Department of Industrial Relations website at www.dir.ca.gov. 

Skilled and Trained Workforce Requirements:   

All subcontractors at every tier must use Skilled and Trained Workforce to perform all work on this Project that falls within an apprenticeable occupation in the building and construction trades in accordance with Public Contract Code section 2600 et seq. 

Disabled Veteran Business Enterprises ("DVBE") Participation: 

Erickson-Hall is requesting bids for all trades from DVBE subcontractors.  Section 17076.11 of the Education Code requires school districts using, or planning to use, funds allocated pursuant to the State of California School Facilities Program for the construction and/or modernization of school buildings to have a participation goal for Disabled Veteran Business Enterprises of at least three percent (3%) per year of the overall dollar amount expended each year by the school district on projects that receive state funding. 

San Dieguito UHSD Prequalification: 

Contractors utilizing an A or B license are required to be District Prequalified. Also, all Kitchen Equipment, Pool, Fire Sprinkler, Mechanical, Electrical, Plumbing, and Sheetmetal Contractors and all their tiers, are required to be District Prequalified. If you fall into these categories, and you are not yet District Prequalified, you will need to submit your pre-qualification application at least ten (10) business days prior to bid opening and be prequalified at least five (5) business days prior to the bid opening. 

To reiterate if you plan to bid using A or B license, or if you use the following licenses, you MUST be prequalified by SDUHSD by the deadline stated above.  Trades C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43 and C-46.

Bonds and DIR requirements: 

If you are planning to bid this project, we encourage your participation and welcome your bid.  All qualified bidders will receive consideration without regard to race, color, religion, sex or national origin.  Erickson-Hall Construction Company requires all subcontractors submitting bids in excess of $50,000 to be prepared to furnish performance and payment bonds issued by a corporate security.  Erickson-Hall Construction Company, at its sole discretion, reserves the right to waive this requirement or permit substitute security or alternate guarantees. We offer assistance in obtaining necessary equipment, supplies materials, bonds, lines of credit and insurance.

Erickson-Hall Construction provides notice to all contractors of the adoption of SB 854, this requires subcontractors to comply with the requirements as set forth on the Department of Industrial Relations (DIR) website at http://www.dir.ca.gov/Public-Works/publicworks.html.  SB 854 requires all contractors who perform public works projects must be registered with the Department of Industrial Relations. No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5).
