Power-Tech Engineers, an EPC company, is planning to submit a proposal for LADWP RFP #90815, “Scattergood Generating Station Units 1 & 2 Green Hydrogen-Ready Modernization Project", and to that effect, is looking for WBE/MBE/DBE/OBE subcontractors to provide construction services in the following areas for the installation of a combined cycle power plant, including a gas turbine, steam turbine, heat recovery steam generator (HRSG), cooling towers, etc. This project is a large power project near LAX that will include a wide variety of construction, engineering and project management services.  

 At this time PTEI is developing a list of potential suppliers of goods and services who would be interested in participating in the project.  This project will have a project labor agreement with a unionized work force on the job site.  If you would like your company to be included in the PTEI listing please send an email to luis.baque@ptei.net and include a brief statement of company qualifications, specialty licenses and certifications (MBE/DBE/WBE/OBE)  contact information, and a statement that includes “(your company) is interested in the “Scattergood Generating Station Units 1 & 2 Green Hydrogen-Ready Modernization Project” and would like to be included in the list of potential suppliers of goods and services that PTEI is preparing for the project.”

PLANS AND SPECIFICATIONS:

At this time we are seeking qualifications only. Plans and specifications are available upon entering a non-disclosure agreement (NDA) with LADWP. RFP is available at our main office. Contractor License Number, DIR Registration Number and DBE Certification must be included with any bid submission.

BID BOND, LINES OF CREDIT, AND INSURANCE:

Section One - Instructions to proposers: "Each proposal shall be accompanied by a certified or cashier’s check or a surety bond issued by a responsible corporate surety company in an amount not less than 10 percent of the aggregate sum of the proposal, as guarantee that the Proposer will execute the agreement if awarded. Said cashier’s check or bond shall be forfeited if a proposal is accepted and the proposer fails to execute the contract. Refer to Appendix S – Bid Bond, Performance Bond, and Labor and Material Bond for details."

Please include your bond rate with your proposal. Assistance will be given in obtaining bonding, lines of credit, and insurance, if needed. 

DISADVANTAGED BUSINESS ENTERPRISE (DBE)/ GOOD FAITH EFFORTS (GFE) REQUIREMENT:
The project does require a Good Faith Efforts in subcontracting services. PTEI invites and encourages all certified DBE, MBE, WBE, & OBE firms to submit a bid during our bidding process.  The plans and specifications are available for your review once you have successfully submitted your Non-Disclosure Agreement (NDA) to LADWP. We accept bids on any and all portions of work. We will receive pricing for a breakdown of items.  We can make efforts to establish delivery schedules, where requirement permits, to encourage your participation. The project has a specified GFE requirement. PTEI also requires subcontractors to negotiate in good faith, follow up on the initial solicitation before the due date, extend offers of assistance for bid bonds, lines of credit, and insurance in good faith. We encourage DBE companies to contract with a consortium of DBEs when a contract is too large for your firm to handle individually.
