Harris & Associates is requesting qualifications from qualified and certified DBE firms interested in providing services related to the City of Oroville’s Washington Ave. and Table Mountain Blvd. Complete Streets Project.

Scope of service items include, but are not limited to: Traffic Engineering; Public Relations/Outreach; Surveying; Geotechnical Engineering; Landscape Architecture; Utility Locating/Potholing; and Architectural Historian. 

Interested firms should respond by February 28, 2025, to allow time for evaluation. RFP deadline is March 14, 2025.

Interested firms may respond by submitting your statement of qualifications (including firm profile, relevant local experience, and resumes), cost proposal, scope of work, and proof of DBE certification via email to Emily.Atkins@weareharris.com.

Please note: If selected, cost proposals must include a breakdown of costs and hours by classification, and costs must show a breakdown of FAR-audited billing rates, raw rates, and Overhead Rate (as approved by Caltrans).

Upon request, Harris & Associates will assist in providing information regarding the consultant’s procurement of bonds, lines of credit, insurance, necessary equipment, supplies, materials, or related assistance or services. This RFQ shall not obligate Harris & Associates to either contract with, or reimburse costs to, responses hereto.
