PROJECT DETAILS:

Project Description:

Design Build State of the California Governor’s Office of Emergency Services Southern Regional Emergency Operations Center. The project will include an Office Building (approximately 39,000 gsf), a warehouse (approximately 21,000 gsf), a 120-foot-tall communication tower, a guard shack, trash enclosure, diesel generators, water storage tanks, and a sanitary sewer tank.  Bid Bonds are required with bid.

 

Project Schedule:

Demolition will be completed in August 2025. Project is scheduled to be complete 3rd quarter of 2027.

 

Prequalification:

All Subcontractors must be prequalified and approved in Turner’s Prequalification System to submit a proposal.  To prequalify for this project, Subcontractor must:

  • Have Valid California Contractor’s License
  • Be bondable up to $2M/project (for Parking Control Equip) / $3M/project (Site Concrete and Fencing) 
  • Be signatory to the Carpenters Union and Laborer’s union (where scope is applicable)
  • Have current DIR without violations
  • Average Recordable Incident Rate for the years 2024, 2023 and 2022 must be below 2.0

Questions during bidding:

Direct all questions during bidding to Turner Construction via email to Ann Hoang at ahoang@tcco.com. Deadline to submit RFI’s is 3/5/25, at 5:00 pm.  Each trade will also have an assigned project engineer.

 

Prevailing Wages:

The Contractor agrees to comply with all provisions of California Labor Code Sections 1771, 1775, 1776, 1777.5, 1813, and 1815

 

DVBE and SBE:

SBE requirements for the project are 25%DVBE requirements for the project are 3%

Proposals that address SBE and DVBE participation will be given special consideration. Please keep in mind prime companies must be certified at time of bid and subtiers must be certified at time of award. 

 

Prevailing Wage/ Union Requirements:

This project does require prevailing wage but does NOT have a PLA. However, Turner Construction is signatory to the Laborers' and Carpenters' Union. All Trade Partners/Bidders that are providing a bid for Scope of Work that would be claimed by the Laborers and Carpenters Union, will need to include Union Labor for installation.
