is seeking certified and qualified City of Oakland LBE, City of Oakland SLBE, City of San Francisco LBE and DBE subcontractors and/or suppliers to provide HDR Engineering, Inc (HDR) is interested in partnering with certified and qualified Disadvantaged Business Enterprise (DBE) firms regarding the preparation of a proposal to respond to East Bay Dischargers Authority (EBDA) Request for Proposals for the First Mile Horizontal Levee Project Design and Permitting Services https://ebda.org/projects/first-mile-project-consulting-services/. A Horizontal Levee is a multi-benefit project that uses “green infrastructure” to provide sea level rise resilience, water quality improvement, and habitat protection. This multi-benefit solution could provide benefits to EBDA in terms of flood protection and natural polishing of treated wastewater, which would be discharged into the levee’s subsurface, while also providing value to the communities EBDA serves. HDR is soliciting interest from DBE firms that could assist in the following areas: • Engineering design of horizontal levees • Geotechnical engineering • Public outreach • Surveying and mapping • Environmental permitting and CEQA support
