ELECTRONIC BIDS for Rancho Water Improvements will be received through PlanetBids at https://vendors.planetbids.com/portal/39498/bo/bo-detail/116575 until 2:00 p.m. local time on Tuesday, November 5, 2024. Bids received after this time will NOT be accepted.
The Instructions to Bidders, Bid Form, Contract, Plans, Specifications, and forms for the Performance Bond and Payment Bond shall be obtained from PlanetBids. Bidders are advised that Contract Documents refer to Rancho Water's Standard Specifications and Standard Drawings, which are available on Rancho Water’s website at www.ranchowater.com, under the Engineering Department, Document Library.
A NON-MANDATORY Pre-Bid Conference will be held at the District’s Headquarters located at 42135 Winchester Road, Temecula, California, 92590, on the following date and time: Monday, September 23, 2024, at 9:00 a.m. Each and every Bidder SHOULD attend the Pre-Bid Conference. Prospective bidders MAY NOT visit the Project Site without making arrangements through the Construction Contracts Department. Note: Bids will be accepted from all bidders, regardless of whether or not they attended the NON-MANDATORY Pre-Bid Conference. Bidders are encouraged to submit questions through PlanetBids. The deadline to submit questions is 4:00 p.m. local time on Thursday, October 17, 2024.
Since this Project is funded in whole or in part with funds from the United States Department of the Interior, Bureau of Reclamation Assistance Agreement (USBR Agreement), the work must also comply with the minimum rates for wages for laborers and mechanics as determined by the Secretary of Labor in accordance with the provisions of the Davis-Bacon Act. As between the State and Federal rates, the higher of the two rates must be paid.
In accordance with the Federal Code of Regulations, Section 200.321 (Contracting with small and minority businesses, women's business enterprises, and labor surplus area firms.), the Bidder must take all necessary affirmative steps to ensure that minority businesses, women's business enterprises, and labor surplus area firms are used when possible.
The Owner reserves the right to waive any informalities or to reject any or all bids.
Each bidder must deposit with the bid, security in the amount and form, and subject to conditions provided in the Instructions to Bidders.
