NJ TRANSIT's Office of Business Development (OBD) is responsible for ensuring participation by Disadvantaged Business Enterprise (DBE) firms in NJ TRANSIT's contracting opportunities, in accordance with Title 49 Part 26 of the US Department of Transportation's (USDOT's) Code of Federal Regulations. The DBE Program is intended to "level the playing field" so that historically disadvantaged businesses can compete fairly on USDOT- assisted contracts. OBD works closely with qualified business owners to assist them with DBE certification. OBD also assists certified DBEs, Small Business Enterprises (SBEs) and general prime contracting firms in navigating NJ TRANSIT's bidding process, DBE/SBE contract compliance, prime and DBE/SBE networking, and partnership best practices.

ANNOUNCEMENT AND SOLICITATION FOR COMMENTS
On April 20, 2022, New Jersey Transit Corporation (NJ TRANSIT) held a public meeting to present its proposed Triennial Disadvantaged Business Enterprise (DBE) Agency Goal for professional services, construction and other federally funded procurement contracts, for Federal Fiscal Years (FFY) 2023, 2024 and 2025, pursuant to US Department of Transportation guidelines under 49 CFR Part 26. During the meeting, NJ TRANSIT provided a presentation on its goal development process and considerations that resulted in the proposed goal.
NJ TRANSIT’s proposed DBE agency goal for FFY 2023-2025 is 15.2%
The race-conscious portion of the proposed goal is 13.23%
The race-neutral portion of the proposed goal is 1.97%
From May 1, 2022 through May 31, 2022, NJ TRANSIT is soliciting comments from businesses that have contracted, subcontracted, or sought contracting opportunities with NJ TRANSIT in the past three years. NJ TRANSIT is especially interested in comments relating to:

New Jersey Transit is a recipient of federal transportation dollars awarded through the U.S. Department of Transportation's (USDOT's) Federal Transit Administration (FTA). As of 2010, NJ TRANSIT is required to establish a three-year (triennial) DBE agency goal for its DBE Program. The DBE agency goal represents the portion of FTA funded contracting dollars projected to be available for DBEs during the triennial period. This goal is to be established in compliance with the USDOT Code of Federal Regulations Title 49 Part 26.
NJ TRANSIT's Triennial DBE Agency Goal for *FFYs 2020-2022 is 21.87%.

The State of New Jersey's Small Business Set-Aside program has a goal that 25% of state contract and purchase order dollars be awarded to Small Business Enterprises (SBE). Small Business Enterprise registration will ensure your company is a member of a limited group of vendors eligible to participate in these selected contract offerings.
NJ TRANSIT participates in the SBE Program but does not certify SBEs.
