ELECTRONIC BIDS for Rancho Water Improvements will be received through PlanetBids at https://vendors.planetbids.com/portal/39498/bo/bo-detail/119724 until 2:00 p.m. on Tuesday, August 27, 2024. Bids received after this time will NOT be accepted.

The Instructions to Bidders, Bid Form, Contract, Plans, Specifications, and forms for the Performance Bond and Payment Bond shall be obtained from PlanetBids. Bidders are advised that Contract Documents refer to Rancho Water's Standard Specifications and Standard Drawings, which are available on Rancho Water’s website at www.ranchowater.com, under the Engineering Department, Document Library.

In addition to District funds, the Project will be funded in whole or in part with funds from the United States Department of the Treasury [American Rescue Plan Act (ARPA) Funding Agreement], the work must also comply with the minimum rates for wages for laborers and mechanics as determined by the Secretary of Labor in accordance with the provisions of the Davis-Bacon Act. As between the State and Federal rates, the higher of the two rates must be paid.

A MANDATORY Pre-Bid Conference will be held at the District’s Headquarters located at 42135 Winchester Road, Temecula, California,  92590 on the following date and time:  Wednesday, July 24, 2024 at 9:00 a.m. local time. Each and every Bidder MUST attend the Pre-Bid Conference. Prospective bidders MAY NOT visit the Project Site without making arrangements through the Construction Contracts Department. Bids will ONLY be accepted from bidders who attended the MANDATORY Pre-Bid Conference. NO bid will be accepted from any bidder who did not attend the MANDATORY Pre-Bid Conference. Bidders are encouraged to submit questions through PlanetBids. The deadline to submit questions is 4:00 p.m. local time on Friday, August 16, 2024.

The Owner reserves the right to waive any informalities or to reject any or all bids.

Each bidder must deposit with the bid, security in the amount and form, and subject to conditions provided in the Instructions to Bidders.
